Can my psycho strata-neighbour do anything about the noise coming from my garage?

You are totally in the right here. This is 3pm, he is not within his rights. Please do not stop all activity, this is surrendering. You have every right to do as you please within hours as long as it's not a massive out of control situation. You neighbor is trying to control the area with his own personal wants of silence. Continue what you do...start up that bike...see if he comes back. And use some firm choice words & actions by directing him off site before you address his comments. DIRECT him down the driveway or path to let him realize his limits. Be firm in your actions, mentally take charge of him, please. "I am within my jurisdiction of the municipal time ordinances and I'm sorry to disturb you." he ran like he-II last time & he's probably ashamed of his behavior and won't be coming back anyway. If you are in car port you can start it, your just fixing it- for the road...get it registered that is where it is 'your bad', or you need to avoid all conflict and stay quiet.
